New Jersey has some of the strongest insurance parity protections in the country. Here is how each major payer covers medical detox, residential, PHP, IOP, and MAT.
The parity floor
Under the federal Mental Health Parity and Addiction Equity Act plus New Jersey’s own statute, insurers cannot apply stricter limits to addiction treatment than to comparable medical care. NJ additionally prohibits prior authorization for the first 28 days of treatment for substance use disorders under state-regulated plans.
What you’ll usually pay
In-network deductible and coinsurance apply as they would for any hospital admission. Emergency detox admissions do not require prior authorization. Out-of-network facilities can leave you with substantial balance bills.
Horizon Blue Cross Blue Shield of New Jersey
Horizon is the largest health insurer in New Jersey. Most Horizon plans cover medical detox and residential treatment as in-network benefits, subject to medical necessity review.
Aetna (NJ)
Aetna covers medical detox and residential treatment across a broad NJ network. Behavioral health benefits are typically administered by Aetna Behavioral Health.
Cigna
Cigna Behavioral Health administers substance use benefits for most Cigna commercial members in New Jersey.
New Jersey Medicaid (NJ FamilyCare)
New Jersey Medicaid, administered through NJ FamilyCare, covers the full continuum of addiction treatment across five managed care organizations. Coverage is often more accessible than people expect.
Medicare
Medicare covers medically necessary detox and a growing set of addiction treatment services. Coverage expanded significantly under the 2020 rule adding Opioid Treatment Programs as a covered benefit.
